REIMS - Remuneration of International Mails
REIMS provides a system for intercompany pricing (terminal dues) based on cost and service quality for postal operators. REIMS is the Terminal Dues system in Europe, currently signed by 26 postal operators.
The quality of service standards in REIMS are much more ambitious than the targets under the EU Postal Directive. The current REIMS III (which is a continuation of the earlier REIMS II/East system) sets individualized penalties for posts that do not reach the J+1 standard (mail delivery on the day after the day the inbound Office of Exchange received the item) and a target. These penalties ensure that all efforts are made to maintain a high quality of service.
The system includes transitional rules that incrementally raise the targets for those parties that have not yet reached the common objectives of 93% of the mail delivered on the day after day of receipt at the inbound Office of Exchange.
A second benefit in the REIMS agreement is that it ensures that terminal dues as stipulated in the EU Postal Directive are cost-based and are based on regulated domestic tariffs in the delivering country.
The parties to REIMS continue to offer Third-Party Access in line with the EU Commission’s 2003 Exemption Decision.
IPC manages the REIMS system and helps signatories reach agreements in the realm of intercompany pricing or related areas.
