Postal customers expect the postal distribution network to be a seamless and reliable system. To respond to these expectations, postal operators must monitor the performance of the network against defined standards for all legs of the postal network.

IPC’s Item Monitoring Services provides the required performance measurement for international postal products such as EMS, registered letters and parcels, which have a unique barcode on every item. The barcodes are scanned by postal operators at many points in the mail pipeline and the information about each scan time and place is transmitted over the postal EDI networks and fed into IPC systems.

The analyses generated by the IPC systems focus on postal service performance but also determine conformance to UPU technical standards and agreed project specifications. Payment by one postal operator to another for delivery of a postal item is fixed based on the accounting reports produced by the IPC Item Monitoring Services.

Performance can be assessed on a daily basis using online tools fed by the data on barcode scannings. Periodic reports (weekly, monthly and quarterly) provide longer term trends.
