Principle Accountability

The Application Lead is responsible for translating business requirements into functional specifications. He/She will also work as the solution architect designing end-to-end solutions to fulfil business and member needs.

The role also includes managing a team of developers assigned to work on the application(s) maintenance and related projects. In case of outsourced development, being the single point of contact for addressing the functional and technical questions with the external development team.

Output:

  • Translating the business needs into functional requirements
  • Ensuring that the proposed IT solutions meet the business needs
  • Reviewing product specifications and requirements; appraising new product ideas and/or product or packaging changes
  • Managing a team of developers in case of in-house development
  • Communication with the 3rd party vendor regarding the functional and technical requirements (single point of contact at working level)
  • Active participation to system and acceptance testing of the solutions
  • Establishing a technical vision with the development team and working with developers to turn it into reality

  • Design and architectural decisions with agreement of the IPC Technology Management team.

  • Translating business requirements as stated in the Business Requirements Statement documents and Change Requests into functional requirements* Ensuring that the proposed functional and technical design meets the business needs

Application Team Leader

  • Manage, plan and deliver the work packages of the assigned application(s) for in house development
  • Day to day management of the assigned development team
  • Technical lead of the assigned development team
  • Manage the communication with the external development team for outsourced development
  • Provide the required information for functional and technical questions for the near shore development team
  • Quality control and technical acceptance of the provided deliverables and source code

Training

  • Make sure training material and deployment documentation is available
  • Support the deployment of the technology solutions
  • Training of the near-shore development team(s) for outsourced development

Additional tasks may be imposed temporarily, subject to consultation, if required for the operation of the service or organisation as a whole.

Functionality criteria

Knowledge and experience:

Training

  • Functional analysis
  • Data modelling
  • Knowledge of Project Management tools, Jira, MS Project, Microsoft Office
  • Enterprise Architecture (desirable)
  • Knowledge of IPC applications and databases (desirable)

Experience

  • Minimum 5 years in IT Functional analysis and design roles
  • Minimum 5 years in Application Lead role
  • Minimum 5 years’ experience in the Postal world
  • Proven experience in applying designing and deploying Technology Solutions
  • Experience in leading near-shore development application delivery is a plus

Qualifications

  • Bachelor degree in Computing or related field
