Head of Application Development
2. JOB OBJECTIVE
Driving application developments that are critical to the success of IPC’s Strategy 2025, supporting current IPC services and new IPC services, through adequately resourced and timely management of application development, maintenance and support.
3. POSITION WITHIN THE ORGANISATION

Service: Applications development, maintenance, and support
Reports hierarchically to: Chief Information Officer
Reports functionally to: Chief Information Officer
Supervises:
Directly: Application developers, testers and maintainers
Indirectly: Business Analysts
Back-up: Departmental Manager, Head of Technology Solutions
4. JOB DIMENSIONS
Budget: Euro 2m budget on 3rd party subcontractors (business managers are accountable for project and application maintenance budgets)
Accountable for the delivery of projects with near-shore development partners
Staff: Approx. 30 contractors working on projects and applications maintenance.
Outputs: Manage resource allocations and assignments to projects according to portfolio of work
Manage complex relationships with near-shore development companies
Resource forecasts and priority recommendations
Delivery of projects and application releases to time, quality and budget
5. AUTONOMOUS DECISION-MAKING AUTHORITY
- Capacity planning and allocation of departmental resources
- Management of near-shore development companies to time, budget and quality for application development to committed planning
- Autonomous decision authority for outsourced projects
6. RESULT AREAS
RESULT AREA 1:
- Leadership, motivation and guidance of a multidisciplinary and multicultural team
- Based on capacity requirements, upscaling and downscaling the development pool of contractors to maximize their effectivity and to minimize the costs
- Manage blended day rate on Nearshore/Onshore development
RESULT AREA 2:
- responsible for the IT development, enhancement, implementation and support of systems within IPC
- efficient management of resources
- recommend budget for projects/application support
- manage actual costs for delivering projects and maintenance releases to budget
- management of 3rd party companies for outsourcing
- management of end-to-end delivery of projects with near-shore and off-shore development companies to budget and plan
RESULT AREA 3:
- Maintain and enhance IPC applications via scheduled releases

8. FUNCTIONALITY CRITERIA
1. Training
- Knowledge of Project Management tools, Jira, MS Project, Microsoft Office
2. Experience
- Minimum 15 years of IT systems development and implementation experience
- Minimum 5 years of outsourcing experience with near-shore and off-shore 3rd party companies; experience with vendor management.
- Experience with working with C-level contacts
3. Qualifications:
- Bachelor’s degree in computing or related field
- Languages: English and preferably one other language to high standard
