For the second year, delivery performance is above target. In 1997, 83.5 percent of cross-border first class mail in Europe reached its final destination within three days of posting and average delivery days have been reduced to 2.7 days. Since 1994 when the UNEX survey started, the performance has improved by 14.4 percentage points. The steady progression of performance in 1997 shows that Posts in Europe are determined to meet the new chalenging targets that have been set for the duture by the European Union's directive on postal services.
