International Post Corporation’s (IPC) PDDP service offers a ready-made solution for posts who wish to offer customers transparency into customs fees and other charges at the point of purchase accelerating growth in cross-border commerce by easing customs clearance processes and by increasing efficiency for inbound flows while reducing cost to serve.
Launched in 2021 to remove customs bottlenecks and support settlement between global postal players, PDDP is a now a key enabler for posts to respond to customer demands from both shippers and shoppers alike.
IPC CEO, Holger Winklbauer said: “As reconfirmed by the 2025 IPC Cross-Border E-Commerce Shopper Survey, information on customs charges prior to purchase is essential to 61% of online consumers. The IPC PDDP service has played an instrumental role in resuming traffic to the US following the removal of the de minimis. The service will also enable posts to maintain postal import flows despite the introduction of new taxes and handling fees in several EU countries in January 2026 and at the European level as of July 2026”.
Following tremendous demand resulting from the US changes, IPC is now turning its sights on support for EU member states. Both Italian and Romanian authorities have already introduced new temporary fees on low value imports and might be followed by other EU member states. As part of the EU Customs Reform, the EU will introduce a €3 flat rate duty charge on all low-value parcels (≤ €150) imported from outside the EU as of 1 July 2026 and a €2 customs handling fee as of November 2026.

With a tight timeline between the announcement of de minimis removal and the implementation date, IPC worked with key postal members to build and scale what is now an industry leading solution to connect postal traffic into the United States which can be adopted by any post worldwide. IPC works with leading Qualified Parties to create a seamless flow of both commodity and transport data to allow compliant customs declarations and simple payment and invoicing processes.
Leveraging learnings from success into the US, IPC is now driving an industry response to new European taxes and handling fees allowing postal operators to integrate the PDDP API for both inbound and outbound shipments with ready-made and flexible data-driven solutions to handle new taxes, fees, and regulations as they come into force.
