Olivier Sichel, CEO of Caisse des Dépôts, Clément Lecuivre, Chairman of the Management Board of CDC Habitat, and representatives from Adoma, Bpifrance, La Poste Group, Maisons & Citées, and Transdev, subsidiaries of the Group, signed a structuring partnership on September 23, 2026, with the Gironde department, a pioneer in this approach. This partnership, with a minimum duration of three years, aims to support several hundred young people between the ages of 16 and 21 each year. " No young person should face the complexities of adult life alone . For the most vulnerable, this transition is even more crucial. Our responsibility, as a public group, is to pool our resources to transform this transition into a springboard for the future," stated Olivier Sichel, CEO of the Caisse des Dépôts Group.
At the end of 2024, 392,584 young people under the age of 22 were receiving child welfare services, operated by the Departments, including just over 100,000 aged 16 to 21. For these young people, anticipating administrative procedures, access to training, employment, mobility, and housing is a major challenge in preparing for adulthood.
" For young people leaving the child welfare system, access to suitable housing and local support is a key step towards independence, " adds Clément Lecuivre, Chairman of the Board of CDC Habitat. " With Adoma, Maisons & Cités, and all our regional teams, the CDC Habitat Group leverages its expertise as a landlord and its strong local presence to provide concrete solutions that secure pathways, prevent disruptions, and offer lasting support for the transition to adulthood ."

Finding a first apartment, managing one's own budget, getting a driver's license, or landing a first job are all challenges that young adults face simultaneously. Drawing on the expertise of the Caisse des Dépôts group, the Department aims to provide the young people in its care with a crucial stepping stone towards mainstream services and independence.

A structured offer to ensure a safe transition to adulthood
This unprecedented initiative is based on the expertise and skills of the Caisse des Dépôts and six of its subsidiaries, serving the same objective: to provide concrete, coordinated and immediately mobilizable solutions to support young people aged 16 and 21 from the ASE, in different components of empowerment.
It rests on 4 pillars:
Support for the residential journey by the CDC Habitat group and its subsidiaries, Adoma and Maisons & Cités, as well as by La Poste Immobilier (subsidiary of the La Poste Group): young people benefit from support in the search for suitable accommodation and then in monitoring the first steps of their settlement.
Promoting the financial and administrative autonomy of young people through La Banque Postale and Docaposte, subsidiaries of the La Poste Group : young people benefit from a dedicated and simplified process for opening a bank account, learning about budget management as well as a Digiposte digital safe allowing them to keep their administrative documents securely and facilitate their procedures.
Facilitating mobility with the La Poste Group , thanks to 2,000 listed postal sites and post offices (including around fifty in Gironde) welcoming young people to take the Highway Code exam, an essential lever for integration and empowerment.
Discover careers and access employment with Banque des Territoires, Groupe La Poste, Transdev, and Bpifrance, who are leveraging their networks to offer internships, apprenticeships, seasonal jobs, fixed-term and permanent contracts, as well as various training and career exploration opportunities. Bpifrance will also offer support for aspiring entrepreneurs.
This initiative reinforces the Caisse des Dépôts Group's commitment, launched in 2023, to child protection. It complements the Protected Childhood program deployed by the Banque des Territoires network, which aims to support child protection stakeholders through loans, investments, and expertise. Caisse des Dépôts intends to involve other subsidiaries, particularly in the area of professional integration.
The partnership established today complements the programs already offered by the Departments. The Caisse des Dépôts aims to extend its partnership to other departments and thus strengthen its ties with these local stakeholders in a lasting way, particularly during the sensitive period preceding the end of support for young people by child welfare services.
