The sender is solely responsible for correctly completing the CN23 Customs Declaration and correctly declaring the contents of the shipment. Croatian Post is not responsible for the above, nor for the treatment of the shipment in the country of destination (USA) as a result of incorrectly completing the CN23 Customs Declaration.
The decision to suspend the acceptance of shipments was made following the US Executive Order on the suspension of the duty-free de minimis treatment for goods sent in postal shipments to the USA. This Regulation enters into force on August 29.
PostEurop, the association of European public postal operators, of which Croatian Post is a member, issued an official statement regarding the US Executive Order: "PostEurop and its members are closely following developments surrounding the US Executive Order ʿSuspension of Duty-Free De Minimis Treatment for All Countriesʾ, which covers goods shipped in postal items to the US. PostEurop members are working very hard on solutions to ensure the continuation of the shipment of goods in postal items to the US for both business and private users, while also taking into account the importance of the guarantees provided by the universal postal service.
The new regulations, which follow a different approach than those provided globally by the Universal Postal Union, are scheduled to enter into force on August 29, 2025. This measure will significantly affect all postal companies around the world and their users who send items using the postal networks of the United States Postal Service (USPS). Currently, low-value goods and gifts can be imported into the US from other countries duty-free due to the de minimis customs threshold which is 800 USD. The changes, however, mean that all goods imported into the US will have to pay customs duties to the US Customs Service regardless of the country of origin. "
