The program contract is part of the development of the amendment to the Postal Law approved in July 2025, which recognizes Correos as the ideal instrument of the General State Administration to provide Services of General Economic Interest to all citizens. The program contract establishes the conditions for providing the four blocks of Services of General Economic Interest assigned to Correos: accessibility to postal communications in rural areas, basic financial services such as access to cash in municipalities with fewer than 500 inhabitants, universal access to administrative services of the General State Administration, positioning Correos as a one-stop shop for a wide range of services from accepting administrative applications and registering them with the competent body to paying fees and taxes, disbursing subsidies, managing public debt, etc., and making available to the State personnel and material resources that strengthen its resilience mechanisms in the face of security requirements or emergency situations.

Madrid, June 3, 2026. – The Council of Ministers yesterday approved the program contract that regulates the conditions for the provision of Services of General Economic Interest assigned to the public postal company.

This contract-program develops the modification of Postal Law 43/2010 approved by Congress last July, which adds the new eighth additional provision by which Correos is recognized, due to its extensive territorial implementation and the personal and material means it has, as the ideal instrument of the General State Administration to provide Services of General Economic Interest, which are the public interest services that are not provided by the market without state intervention.

The multi-year program contract, which will be in force until 2030, specifies the conditions for the provision of the Services of General Economic Interest assigned by Law to Correos, which cover four main areas:

  • Accessibility to postal communications , through the provision of the network of offices and other service points in rural areas.
  • Accessibility to basic financial services such as access to cash in municipalities with fewer than 500 inhabitants.
  • Universal access to administrative services of the General State Administration .
  • Making available to the State the personal and material resources that it requires in security or emergency situations.

Correos already provides some of these services, such as the physical management of procedures for the regularization of immigrants, the acceptance of administrative applications and their subsequent transmission to the Administration, and cash withdrawals and deposits through Correos Cash. The company has also played an active role in the application process for aid to people affected by emergency situations such as the DANA storm and the severe weather in Andalusia and Extremadura.

Furthermore, with this contract-program, Correos will reinforce its role as a single window for the General State Administration, soon offering the possibility of acquiring public debt or obtaining the digital certificate through its offices. 

By providing these services, Correos will make a decisive contribution to territorial, economic and social cohesion, as well as to sustainability and public welfare, reinforcing its public service mission, as planned in its 2024-2028 Strategic Plan.

According to Correos President Pedro Saura, “this contract is a historic event in our company’s more than 300-year history. The government is once again highlighting the strategic importance of the Correos network for Spain. This diversification will only partially help to offset the decline in postal sector revenues.”

He also emphasized that the Correos network, with its extensive reach, local presence, and commitment to technological innovation, is consolidating its position as a key ally of the government in guaranteeing universal access to services under equal conditions and improving citizen service. “All of this will allow us to deploy high value-added services for society, beyond simply delivering letters, fully activating the potential of a network that, due to its territorial presence, constitutes a strategic asset for the central government.”
