We are looking for an Operation Solutions Expert Customs to join our Operations Solutions department as soon as possible or by July 1st at the latest.
Context
This role will be reporting to the Operations Solutions Manager e-Commerce and will be working closely with the Innovation Manager and other experts to diversify IPC solutions to help posts expand their market share in e-commerce through seamless customs processing.
- Contract type: permanent as employee.
- Location: Brussels.
- Need to travel: from time to time but not regularly. If required, it most likely will be within Europe for same day trips or one or two nights in hotel maximum.

Objective
The aim of this role is to contribute to a key strategic area for IPC and its member posts and to bring the expertise and experience to deliver the expected results.
The Operation Solutions Expert Customs will be tasked to manage the IPC COMETS (Centralized Operational Message and Translation System) service, the IPC service to support ENS filing into the EC DG TAXUD Import Control System (ICS2) for all cross border postal items on behalf of the Postal Operators in the EU, CH and NO. The Customs Solutions expert will collaborate with the COMETS User Group and Technical Working Group to enhance the service and successfully roll out currently scheduled projects. The Customs Solutions expert will also lead the effort to expand the scope of COMETS to include clearance of commercial items.
The Operation Solutions Expert Customs will furthermore assess with member posts which type of solutions are required to deal with upcoming EC regulatory requirements of the Modernized Union Customs Code scheduled to be deployed in 2028 and identify how IPC can play a role in supporting the posts to be compliant in the most cost efficient and effective way. The Operation Solutions Expert Customs will identify the requirements and need for solutions driven by e-Commerce market demands related to seamless customs clearance (security, fiscal, other).
- Provide a customs regulatory insight/overview and roadmap to MUCC 2030 relevant to postal flows and identify required solutions to support member posts.
- Create a centre of excellence on customs-related matters for postal and non-postal clearance.
- Create a customs community between the posts to support best practice sharing and instigate new solutions.
- Increase customer satisfaction and usage of IPC solutions and services.
- Lead the COMETS Technical Work Group of experts and participate in the COMETS User Group of business owners.
- Take part in meetings with industry stakeholders e.g. PostEurop Customs Workgroup, UPU customs group, EC DG TAXUD TES meetings.
- Keep up to date on relevant new requirements arising from customs regulation, implement provisions and industry meetings and share information with colleagues and posts participating in the concerned IPC services and solutions.
- Identify enhancement options and propose improvements of the COMETS and other relevant services to users, and work with a Business Analyst to define business requirements (draft BRS).
- Work with postal experts to identify what type of solutions are required to meet regulatory requirements arising from UCC implementing provisions and other relevant regulatory requirements either EC or other customs territories.
- Work with postal experts that require solutions for non-postal commercial flows in regard to customs clearance and identify options for IPC to acquire or develop solutions to support posts in meeting their customer requirements.
- Work closely with the Innovation Manager and e-Commerce Manager on the design as well as development, roll out and deployment of solutions that are being developed involving customs processes.
- Translate ideas raised by users and regulatory requirements into proposals and initiate the design of possible solutions or identify solutions on the market.
- Draft a business model and funding proposal in close cooperation with the direct report and/or Head of and encourage posts to participate in the proposed solution and service.
- Support the roll out and deployment of solutions deployed, work with the Communication department in creating user guides and training materials
Profile
Education
- A university degree (bachelor) is a plus.
Experience
- More than 3 years of relevant experience in job roles related Customs clearance (fiscal and security).
- Experience in roles which helped obtain an extensive and proven knowledge of ICS2 and UCC regulatory requirements.

Nice to Haves
- Experience with added value eCommerce solutions related to customs, e.g. solutions to recover VAT/ duties for reverse logistics.
- Hands on experience as declarant, broker or similar role.
- Experience in clearance of e-Commerce goods and Postal items.
- Experience in the set-up of solutions and adaptation of processes to comply with EC ICS2 or UCC or specific national regulatory requirements.
